International Government Information
International Government Information tends to be difficult to find. While nearly all countries will have government websites, many of them will not be available in English. On top of that, many countries do not maintain publicly accessible historical government information.
For most countries your best bet is to try searching their government webpages. I would recommend talking to a librarian to discuss your options if this doesn't work.
